Running windows small business server. Gateway ip monitor 1.40. Test email confirmed working. Confirmed working as window service. I am not getting scheduled interval emails that was set for every 1 hr as test. I clicked apply and made sure changes were saved. Suggestions?

After you set the option to send scheduled interval emails and you saved your configuration, did you restart the Gateway IP Monitor service? This should resolve this issue for you, but if it doesn't please let us know.
